The rules for foreigners buying property in Saudi Arabia changed in 2026, as the updated foreign ownership system came into effect in January, followed by the Council of Ministers’ approval on June 23, 2026, of its executive regulations and the geographic zones where ownership is permitted. This made purchase opportunities available to both resident and non-resident foreigners. However, what you are actually entitled to buy depends on three factors: your status (resident, non-resident, or company), the city, and the property's location within the approved zones. This page helps you determine what fits your situation before you start comparing properties.

Can a foreigner buy property in Saudi Arabia in 2026?

Yes, a foreigner can buy property in their name in Saudi Arabia, whether residing inside the Kingdom or abroad, provided the property is located within the approved geographic zones. The property must be registered in the buyer’s name in the real estate registry after approval of their application via the Saudi Real Estate Portal of the General Authority for Real Estate. The rights differ in Makkah and Madinah, where individual ownership is limited to Muslims only. For full legal details and fees, see the foreign ownership page.

What are you entitled to buy based on your status?

The system determines ownership rights based on the buyer’s status, which is the first matter to clarify before searching for any property:

Buyer Status

Within Approved Zones

Outside Zones

Makkah and Madinah

Non-Saudi resident in the Kingdom

Entitled to own

One residential property for own residence

For Muslims only, within the zones

Non-Saudi non-resident

Entitled to own

Not entitled

For Muslims only, within the zones

Non-Saudi company

According to the rules of their activity and ownership purpose

According to regulations

Under special restrictions

Thus, it is clear that residents have the added advantage of being able to purchase one home outside the zones, but this does not extend to Makkah and Madinah. Non-resident investors’ options are limited to properties within the approved zones.

In which Saudi cities can foreigners buy property?

The approved geographic zones are distributed across several regions of the Kingdom. The most important purchase opportunities for foreigners are concentrated in the following cities:

  • Riyadh: Its zones focus on major projects and development destinations such as Qiddiya, the New Murabba, and the Sports Boulevard. When investing, note that the annual rent increases have been frozen for five years since September 2025.

  • Jeddah: One of the largest cities in terms of zones, covering downtown and 55 development areas throughout the governorate, combining coastal living and tourism demand.

  • Makkah: Zones specified by project names, ownership limited to Muslim individuals only.

  • Madinah: Nine zones between the Prophet’s Mosque vicinity and recent development projects, ownership limited to Muslims only. Details on the Properties for Sale in Madinah for Foreigners page.

  • Eastern Province: Attracts employees in the energy and industrial sectors, with a predominance of family housing demand.

What types of properties are available to foreigners in Saudi Arabia?

What should be checked before buying property in Saudi Arabia as a foreigner?

Most problems foreigners face when buying property are due to prior verification issues, not legal problems. Therefore, we review the following points with our clients before any payment:

  1. Eligibility: Meeting ownership conditions according to your status, including the Islam condition in Makkah and Madinah.

  2. Property location: The unit itself is within an approved zone, or is your sole residence outside the zones if you are a resident.

  3. Title deed and real estate registry: Existence of a valid electronic deed, absence of mortgages and disputes, and completion of unit subdivision in ownership projects.

  4. Valid license: For off-plan projects, presence of a valid license and a guarantee account where payments are deposited.

  5. Contract: Payment schedule, handover date, and delay clauses clearly written before signing.

  6. Payment channels: Payments made only through official channels, and no deposit paid before verification is complete.

How does امتلاك Global assist you in buying property in Saudi Arabia as a foreigner?

The biggest cost for a foreign buyer in the Saudi market is the time lost on properties they are not entitled to buy. For this reason, we start with every client by determining their status and rights according to their residency and target city, then filter offers to exclude any unit outside what the system permits for them. We show them only what we have verified they are eligible to buy. After that, we accompany them in reviewing the contract, title deed, and ownership request via the Saudi Real Estate Portal until the property is registered in their name, whether inside or outside the Kingdom. If you want to view recommended projects before making your decision, you can book a free real estate tour either onsite or virtually with one of our consultants.
