Foreigners today can own property in their name in Riyadh, but what they are entitled to buy depends on one key question above all else: do they reside in the Kingdom or are they purchasing from abroad? A resident working in the capital has far broader options than an investor coming from outside. The area suitable for a family looking for housing differs from the area suitable for an investor seeking income. This page helps you determine your path specifically in Riyadh and know the areas and projects actually available to you, as part of our most comprehensive guide on properties for sale in Riyadh.
What can a foreign resident in Riyadh buy?
A non-Saudi resident in the Kingdom enjoys two freehold options in Riyadh, which effectively give them wider choices than any other foreign buyer:
Within approved zones: They are entitled to purchase a residential or investment property in any of the approved geographic zones in the capital.
Outside the zones: They may own one residence for their own housing, which opens up the other residential neighborhoods of Riyadh not included in the zones system.
This practically means that a resident employee in Riyadh can choose their home in a neighborhood near their workplace or their children’s schools, not only within the zones. However, if they want a second property for investment, it must be inside the approved zones.
What can a foreign investor from outside Saudi Arabia buy in Riyadh?
Non-resident ownership in Riyadh is limited to properties located within the approved geographic zones, without the resident’s housing exception. Residency is not required to purchase; the foreign investor applies for ownership through the Saudi Real Estate Portal, affiliated with the General Authority for Real Estate. The property is registered in their name after approval and full payment. Foreign property transactions are subject to a fee capped at 5% of the property value, in addition to the real estate transaction tax. Detailed conditions are on the Foreigners' Ownership in Saudi Arabia page.

What are the main projects currently available for foreigners in Riyadh?
The Sodrah zone includes the most prominent projects we currently offer to foreign buyers, ranging from villas to apartments suitable for family living and investment:
Project | Developer | Property Type | Suitable for |
|---|---|---|---|
Neptune | Dar Global | Villas | Families seeking a villa in an integrated community |
Siwan Sodrah 4 | Retal | Villas | Families, with local architectural design |
Roya Sodrah | Retal | Apartments | Investors and small families with a lower entry price than villas |
Many more projects exist, and we compare each client’s unit price with comparable deals within the same zone before booking. We add new projects to this list as soon as we verify they fall inside an approved zone.

What differs in a foreigner buying property in Riyadh compared to Jeddah?
The nature of the zones differs in the two cities, which changes the property search method. In Riyadh, zones are concentrated in major destinations and projects named specifically, which means most of the offerings for non-resident foreigners are within projects of large developers, many still on the map. In Jeddah, zones include the city center and 55 development areas, giving the foreign buyer a wider variety of neighborhoods and ready properties. Therefore, choosing the developer and project in Riyadh is a major part of the foreigner’s decision, not just selecting the neighborhood.
How does Imtilak Global assist foreigners in buying property in Riyadh?
We start with every foreign client by their status before the property: are they a resident looking for housing, or an investor from abroad seeking income? Then we recommend the zones and projects they are entitled to buy in that suit their goal. We accompany them in the ownership application via the Saudi Real Estate Portal until the property is registered in their name. We continue assisting after purchase with getting services connected and recommending property management companies if they want to rent out their unit while outside the Kingdom. If you want to view recommended projects before making your decision, you can book a free onsite or virtual real estate tour with one of our consultants.
